CHOOSING CONSTRUCTS TO BE ARTICULATED

How can an organization determine particular constructs which
are significant, and should therefore be clearly signalled in
the text of its programs. Obviously this can sometimes be determined
by the corporate experience of an organization, but the organization
should look at a wider body of experience, and regard many developments
in language design as representing a felt need to codify experience
in isolating particularly significant kinds of constructs, such
as those introduced into languages such as ADA, COBOL-85 and FORTRAN-90,
as well as Functional and Object-Oriented Programming Languages.
